Wyoming Legislator, Gary Hicks, who helped sponsor the legislation talks about the collaborative Wyoming Plan, developed in 2004. He says the plan has been adopted by the Livestock Board, the Wyoming Game and Fish Department. He says it is unfortunate that this bill is necessary. ""Unfortunately the federal government doesn't recognize our sovereignty to manage wildlife. He says due to settlements with litigious environmental groups, they are trying to apply an ID management plan to WY. He says there is no committment from the U.S. Forest Service that they will take due consideration of WY's plan. He says there will be litigation to force removal of domestic sheep from Forest Service lands. The bill would have outlawed Big Horn Sheep from parts of the Medicine Bow Forest, if the Forest Service removed domestic sheep there. (Domestic sheep diseases often wipe out wild sheep herds.)
